Jane Lecours Volunteer Award Winner 2025

At our AGM we annually present an award in recognition of an outstanding volunteer in the condominium community in memory of Jane Lecours, a past president of CCI Manitoba and long-time property manager. This year the award was presented to Georgette Horne of WCC 969, who was nominated by Susan Bilinksky, president of the WCC 969 Board of Directors. The award was presented by CCI Manitoba president John Popowich.

Here’s what John had to say about Georgette:

The Heart and Soul of WCC 969

“In the fall of 2016, after retiring at the golden age of 77 from a distinguished career as a legal secretary, Georgette Horne moved back to Winnipeg and into her new home at WCC 969. It did not take long for her leadership and generosity to shine through.

When the developer turned the building over to its owners and the first Board of Directors was formed, she stepped forward to take on the role of secretary — a job no one else wanted. Her expert shorthand and organizational skills immediately became assets, helping to keep board meetings efficient and productive.

But she did not stop there. Over the past nine years, her impact on this 72-unit community has been immeasurable.

Highlights of her service:

  • Documented over 50 building deficiencies used in a National Home Warranty claim and subsequent legal action.
  • Co-ordinated trades and services — frequently acting as the in-unit representative when residents preferred not to be home.
  • Maintained meticulous records of all parking stalls and storage lockers.
  • Tended to 90 per cent of all owner/tenant correspondence, which she delivers personally or by email.
  • Liaised with the housekeeping trades, overseeing move-ins and common-area inspections.
  • Managed Common Room and Guest Suite bookings from 2017 to 2024.
  • Created and edited the community newsletter since 2017. 
  • Starts and ends most days by checking resident emails, often resolving issues before others have finished their morning coffee.
  • Estimated volunteer time: 70+ hours per month, every month.

Yet even that does not fully capture her dedication.

She is also a full-time caregiver and driver for her daughters, helping them attend medical consultations and treatment appointments for her two terminally ill sons-in-law — all while continuing to serve her community with unwavering kindness and grace.

She embodies what it means to serve.

She is not only a board member, a neighbour and a volunteer — she is the very heartbeat of WCC 969. Her time, energy and love for this community go far beyond any title or task.

WHO WAS JANE LECOURS?

Jane Lecours, who died in February 2021, was a leader in Manitoba's condominium industry for more than 25 years. Jane was a proud, committed and well-respected member of CCI. She served on the Board of Directors of CCI Manitoba for many years and served as president of the board from 2011 to 2013. She also served as the Manitoba Chapter national representative from 2011 to 2020. Over the years, Jane served on a number of CCI committees, both provincially and nationally. Throughout her career in property management, Jane’s knowledge, experience and expertise were legendary. Jane was the consummate volunteer, going above and beyond and giving many hours of her time promoting the condominium community. Jane’s devotion both personally and professionally led to many friendships, which she valued immensely.
